Treaties

How can we improve treaty functioning? Can we make treaties more compatible with development processes? What insights from business and public strategy and management contribute to improving treaty outcomes? How can treaty obligations be integrated into national development processes?

Approaches to solving global problems have often involved multilateral treaties. In international law and policy, treaties have traditionally been thought of in rigid terms. My work in international development attuned me to the challenges but also value of treaties in national strategies and policy. Through this interest I have sought to identify means of improving their effectiveness and impact to resolve crucial issues. From research on these issues I developed the notion of Strategic Treaty Management as both an analytical framework and area of practice.

The idea of Strategic Treaty Management stems from the fact that devising and implementing a multilateral treaty involves distinctive competencies. This work involves international development planning and finance, public sector management, data collection and analysis, and monitoring of results.
