LEGAL WORK

Thomas F. McInerney is an experienced international and corporate lawyer who draws on his diverse experience to counsel global and national organizations on multijurisdictional legal and compliance risks. His practice covers contracting; anticorruption; organizational compliance; ESG; procurement; human rights; environmental, agriculture, land, and natural resources law; and development and climate finance. 

He assists public, private, and NGO clients on compliance with US and international law and addressing risks associated with operations in foreign jurisdictions. For nonprofit and multilateral organizations, Mr. McInerney counsels on complex legal issues relating to governance, host country agreements, and compliance with domestic and international law.

In addressing these challenges, he draws on his 28 years of legal experience with a particular focus on risks relating to post-conflict, developing, frontier, and emerging market countries. In addressing the unique challenges of operating in those jurisdictions, Mr. McInerney helps steer clients through risks and compliance concerns at the intersection of international and domestic law, international soft law, and voluntary corporate social responsibility standards.

 Mr. McInerney helps clients assess legal and reputational risks, devise compliance strategies and establish comprehensive multijurisdictional compliance programs, provide training, conduct due diligence, and undertake investigations. 

Previously he served for eight years as General Counsel and Secretary for the International Development Law Organization (IDLO). From 2013 to 2015 he was outside counsel to the International Union for the Conservation of Nature (IUCN). Before joining IDLO, McInerney managed the development of the Business Principles for Countering Bribery, a leading management system to prevent corporate bribery.

Advising and documenting governance, financing structure, and procurement for the Inclusive Climate Finance for Communities in Asia-Pacific (ICCAP) project with the Stockholm Environment Institute.

Advising on environmental and social safeguards for sustainable infrastructure project in the Greater Mekong Sub-region for The Asia Foundation.
