Technology and International Law

Research on international law has emphasized its failures, notably results in terms of changing state behavior. This critique has gained force with the current retreat from multilateralism among many states. Simultaneously, in international law and regulation as in other areas of society, technology is causing massive disruption. These changes entail both opportunities and risks.

Technology as a focus grew out of my work on Strategic Treaty Management and has brought me to work on geospatial data and AI issues as both global regulatory problems and contributors to effective regulatory and treaty practices.
